Norway Tells Its Youngest Pupils to Put the AI Away

A whole country has just told children aged six to thirteen that, when school resumes in late August, the chatbots they have grown up with will no longer be welcome at their desks.

What Norway Actually Decided

On Friday, June 19, 2026, the Norwegian government announced a near-total ban on generative AI tools for elementary school pupils. The policy was unveiled by Prime Minister Jonas Gahr Støre, and it draws a clear line through the country's school system by age. The youngest pupils, in grades one through seven, which generally cover children aged six to thirteen, will face the strictest restriction: generative AI tools are effectively off-limits in their schooling. The rules take effect at the start of the next school year, which begins in late August 2026.

Above that band, the restriction softens in measured steps. Lower-secondary pupils, roughly ages fourteen to sixteen, will be allowed to use AI tools only under the direct supervision of their teachers. Pupils aged seventeen and above are encouraged to use AI tools appropriately and independently, rather than being banned outright. It is, in other words, a graduated, age-tiered policy rather than a blanket nationwide ban for all students, and it places Norway among the first countries to formally restrict generative AI for the youngest schoolchildren.

The government's stated concern is narrow and concrete. Officials say AI lets children skip crucial steps in learning to read, write and do mathematics. "The most important thing in school is that our children learn to read, write and do mathematics," Støre said in announcing the policy. Norwegian officials framed the change as protecting children's foundational learning skills rather than rejecting technology outright.

The Smartphone Ban That Came First

The AI rules do not arrive in a vacuum. Norway already banned smartphones from schools in 2024, and handed teachers back more powers to enforce discipline in the classroom as part of earlier reforms. The country has spent the past several years quietly pulling digital devices back out of childhood, and the early evidence its government is leaning on comes from that earlier intervention.

A study of more than 400 Norwegian middle schools found the smartphone ban was followed by a roughly 60% reduction in visits to psychology specialists, along with improved grades and reduced bullying. That study is doing a lot of the persuasive work behind this week's announcement. If pulling phones out of classrooms produced visible effects on adolescent mental health, the government's argument runs, then keeping generative AI out of the hands of even younger children is the logical next move while the evidence base on chatbots and learning is still thin.

The other half of the rationale is academic. Norway has faced a broad decline in education test scores in recent years, which the government cites as part of the rationale. The country's PISA mathematics score fell to about 468 points in 2022, down from about 501 points in 2018, a drop of roughly 33 points. In PISA 2022, nearly a third of Norwegian students scored at the lowest level in mathematics, and about 27 to 28 percent did so in reading and science. The government has not attributed that slide to any single cause, but it has clearly decided that the response includes fewer screens and more practice at the basics.

Books Back, Tablets Out, Social Media Next

The AI restriction is bundled with two other moves that together describe a coherent direction of travel. Alongside the AI rules, the government said it will propose legislation to fund more physical books in classrooms, reversing the earlier shift toward computer tablets. Many Norwegian schools spent the last decade replacing printed textbooks with one-to-one tablet programmes; that experiment is now being partly unwound, with public money lined up to put paper back on desks.

The government is also preparing legislation to ban children under the age of 16 from using social media, with the under-16 social media bill expected to be introduced to Norway's parliament by the end of 2026. Taken together, the three threads, an AI ban for the youngest, books back in the classroom, and a coming social media age cap, form part of a wider Norwegian push to limit screen time and digital tools in childhood. The country is not arguing that any of these tools are useless. It is arguing that the order in which a child encounters them matters.

That ordering is the policy's quiet thesis. A six-year-old learning to read does not need a model that can read for her. A fourteen-year-old researching an essay might, but only with a teacher in the room. A seventeen-year-old preparing for university is treated as an adult-in-training and trusted to manage the tools on their own.

A Global Pattern Coming Into View

Norway is not acting alone, even if its AI-specific framing is unusually direct. Internationally, Australia introduced a world-first ban on social media for under-16s in December 2025, and the United Kingdom has been pursuing similar under-16 social media restrictions. In the United States, the Senate advanced the GUARD Act in April 2026, targeting AI companion tools aimed at minors.

Each of those measures starts from a slightly different angle. Australia's is squarely about social platforms. The UK's debate has hovered around age verification and platform liability. The US Senate's GUARD Act zeroes in on AI companion apps marketed to children. Norway's contribution is to address generative AI in school as its own category, separate from social feeds, and to do so by tying the restriction to a specific developmental window rather than to a product or a company.

What the four moves share is a willingness to legislate against products that are still expanding into childhood faster than research can catch up. None of them claims to have proven harm in the way a drug regulator would. They are precautionary policies, written while the data is still being gathered, and they signal that governments in wealthy democracies are no longer prepared to wait for that data before acting on behalf of children.

The Bet Underneath the Policy

Strip away the procedural detail and Norway's position reduces to a single wager. The country is betting that the way to prepare children for an age of artificial intelligence is to keep it out of their hands first, long enough for them to learn to read, write and do mathematics without a model standing between them and the page. The government has not promised that test scores will recover, that bullying will fall further, or that other countries will follow. It has only drawn a line, by age, and said the line takes effect when the school year begins in late August.

Whether that line holds, and whether the rest of Europe ends up drawing one like it, will be answered by the same classrooms that produced the smartphone study: ordinary middle schools, ordinary teachers, ordinary children, working with paper and pencils in the morning light.
